OC Bridges Construction Notification, November 13, 2014

CONSTRUCTION NOTIFICATION
November 13, 2014
The Orange County Transportation Authority is building a series of bridges to separate trains from vehicles along the BNSF corridor in Fullerton, Placentia and Anaheim. In accordance with federal railroad safety regulations, residents should expect to hear an increase in the frequency of train horns because of construction activities on and around the railroad tracks, regardless of quiet zone designation.
Regular work hours are Monday through Saturday, 7 a.m. to 8 p.m.
Placentia Avenue Undercrossing                                                            
  • Testing pump station equipment
  • OCTA anticipates the contractor will complete work activities by end of the month; however, there will be a two-year plant acceptance period
Kraemer Boulevard Undercrossing                                                         
  • Contractor completing remaining punch list items  
    • Contractor to submit maintenance manual and warranties
    • OCTA anticipates the contractor will complete work activities by end of the month; however, there will be a two-year plant acceptance period
    Orangethorpe Avenue Overcrossing                                                      
    • Pile driving continues with contarctor making good progress towards completing activity before Thanksgiving Day
    • Continued work to tie 72" waterline to existing service
    • Relocation of Davis Way entrance/exit expected to begin next month
    • Contractor is on schedule to complete necessary activities in preparation to close Chapman Avenue where it connects to Orangethorpe Avenue in January

    • Southern California Edison to install light foundation at Orangethorpe Avenue west of Rose Drive  
      • Begin the embankment for bridge approaches on both north and south side of Tustin Avenue
      • Begin major grading on Tustin Avenue and Rose Drive
      Lakeview Avenue Overcrossing                                                                             
      • Work began on underground conduits for new signal at Highland Avenue and Orangethorpe Avenue    
      • Utility companies continue relocation of services for gas and electricity service 
      • Contractor moving forward with relocation of water service for the City of Anaheim and Yorba Linda Water District customers    
      • Due to nature of water service relocations, contractor will work during evening hours in several locations within project limits  
      • Drivers are encouraged to drive slowly and to carefully observe the changes to lane access for their safety as well as the safety of the construction teams    
           
      State College Boulevard Undercrossing                                                  
      • Utility companies (Time Warner Cable and AT&T) continue their service with relocation activities
      • Preparation for sewer service relocation under Kimberly Avenue continues
      • Temporary storm drain line along railroad property underway
      • Construction of temporary driveway to CJ Foods upcoming
      • Contractor is on track to close State College Boulevard in January as planned

        OC Bridges Update 10/16

        ONSTRUCTION NOTIFICATION
        October 16, 2014

        The following construction activities have either recently completed or are anticipated to begin shortly:­­­­­­­­­­­­­­­­­­­­­­­­
        Orangethorpe Avenue Overcrossing                                                        
        • Pile driving activities continue. Activity is on schedule to complete before the end of the year
        • 72" waterline installation continues

        • Del Cerro Drive by-pass road opened to traffic on October 4, 2014. Drives are encouraged to observe the 25 mph speed limit  
          • Demolition of Tustin Avenue and Rose Drive roadways have begun
          • Temporary intersection signalization at Richfield Road and Mira Loma Avenue
          Lakeview Avenue Overcrossing                                                                            
          • 18" waterline work including bringing line under BNSF and Lakeview Avenue continues    
          • Installation of City of Anaheim 12" sewer line is underway 
          • Utility relocations continue    
          • Residents and drivers should be aware that starting Monday, October 20 at 9 pm through Friday, October 24 at 5 am, the contractor will reduce lanes on Orangethorpe Avenue in the area near the intersection with Lakeview Avenue to one lane in either direction. Drivers are encouraged to reduce their speed through the impacted area.

          • Installation of sewer line under the tracks at Kimberly Avenue has begun requiring lane reductions from Kimberly Avenue to Valencia Drive. These lane reductions will be in place until the end of the year.

          OC Bridges Update

          Orangethorpe  Avenue Overcrossing                                                        
          • Contractor closed through traffic on Orangethorpe Avenue on August 11, 2014
          • Temporary sound blankets were installed
          • Pile driving activity began and will continue until estimated completion in late November
          • Continue clearing of trees and groundcover at Chapman Avenue and Orangethorpe Avenue
          Tustin Avenue / Rose Drive Overcrossing                                               
          • Contractor is preparing bypass road for opening in mid September including:    
            • Paving and striping 
            • Installation of traffic signals
          • Completion of property tie-ins within Del Cerro Mobile Estates

          Notice to Las Palmas Estates Residents

          24 July 2014 (sorry I'm really behind here)

          Subject: Slope behind homes on Curie Lane

          Our neighbors at the Bella Vista complex have informed us that their gardeners are finding trash and landscape clippings from trees and plants being thrown over our perimeter wall onto their slope area. Their landscape crew needs the area behind our perimeter wall to be clear for them to perform the slope maintenance. The Bella Vista Landscape crew will have to deal with that part of the issue.

          The reason for this is that their landscape crews need the area directly behind our perimeter walls to be clear of clutter for them to perform their slope maintenance. 

          We will send out the LPEHOA landscape crew out to pick-up what has been dumped. This is a onetime effort by LPEHOA!


          Any other clippings beyond the point of this notice will then become the responcibility of the homeowner(s) to remove.

          Please note: Some of the shrubs and treees are well over the wall and require trimming by the individual homeowners.

          OC Bridges Update

          OCTA contacted us with some updates, some of which I'm sure you are already experiencing.

          This is directly from the handout. (sorry I don't have a scanner handy)

          August 2014-Spring 2016

          Orangethorpe Ave Road Closure

          OCTA previously planned for the bridge to be built while Orangethorpe remained open via a bypass road with one lane in both directions. However, complex utility relocations have affected the construction schedule. In order for the project to remain on schedule for completion by spring 2016, Orangethorpe Ave will be fully closed while the bridge is under construction. Starting early 2015, access to Chapman Ave will be closed until approximately late 2015.

          Drivers can use either Kraemer Blvd to the west or Tustin/Rose to the east, with Alta Vista St to the north and Miraloma to the south, as detour routes.

          The Board met with Tresa and voiced many of our concerns. She was supposed to get back to us with some answers soon. If you have concerns, please let us know and/or let Tresa know.

          OCTA own the whole project until completion then turned over to the City of Placentia.

          March Board Meeting Date

          The Las Palmas Estates HOA's next board meeting is scheduled for Friday, March 28th at 6pm. Location TBA. Everyone is welcome to attend and participate.
