Don Stewart reported that our recycling bins were not emptied today (March 30). He contacted Placentia Disposal and they said they will come by tomorrow to pick our recycling bins.

Update on Chapman Avenue Closure:
OCTA recognizes the opening of Chapman Avenue has been delayed well beyond what was originally planned. Multiple activities must be coordinated between the two projects, Orangethorpe and Tustin/Rose grade separations, before Chapman Avenue can be opened to traffic. We are continuing to work with SCE to provide power to the signals and install median lights which we anticipate may be completed within four weeks.
OCTA recognizes the opening of Chapman Avenue has been delayed well beyond what was originally planned. Multiple activities must be coordinated between the two projects, Orangethorpe and Tustin/Rose grade separations, before Chapman Avenue can be opened to traffic. We are continuing to work with SCE to provide power to the signals and install median lights which we anticipate may be completed within four weeks.
In addition, the
crews at the... Tustin/Rose project are continuing to work on the
re-surfacing of Orangethorpe Avenue, while maintaining limited access
only to local businesses and residents.
Our primary
responsibility is to complete the noted work so that we can open the
roadway in a safe manner for drivers, pedestrians, cyclists and work
crews. When a specific date is agreed to by all parties
which includes work windows for inspections, it will be shared with
you. I am optimistic it will be within 4 to 6 weeks.

As part of the 91 Project that will bring improved transportation to Riverside County, the 91 Express Lanes eastbound and SR-91 east and westbound lanes will be closed between State Route 71 (SR-71) and Interstate 15 (I-15) beginning Friday, Feb. 19 at 9 p.m. until Monday, Feb. 22 at 4 a.m.
When thinking about the weekend of Feb. 19-22, please plan ahead, avoid the Corona area, or stay home. Motorists traveling on the SR-91, SR-71 or I-15 near the project area during the closure period can expect delays of three to four hours.
The 55-hour closure will allow crews to perform three major construction activities:

OCTA updates
Questions and responses regarding the OCTA bridges project from the HOA.
1) It appears that we once again have no safe
pedestrian access out of our neighborhood. Is the intent here for pedestrians to walk on the uneven
dirt, or in the westbound lane for vehicles? Please advise.
2) In the current configuration, what is your recommended method of egress for someone in a wheelchair?
3)I’m
sure you are already familiar with the condition of the bridge. From a
layperson’s point of view this doesn’t look like a bridge that I feel
safe driving under. Is the damaged concrete frangible? The ground
underneath them does have rubble present, but it’s hard to say if it
came from above or not. Can you please explain the nature and extent of
the damage shown in the photos, and also explain why I should feel
safe/confident driving or walking under it?
4)
What is the OCTA plan for the trees on Orangethorpe, west from
Tustin/Rose? When will this information be provided to our HOA?
5)
What is the current OCTA Plan for the "no mans land" between the LPEHOA
wall and the bridge footing on Tustin/Rose? When will this information
be provided?
6) What is the current OCTA schedule for
activities on Orangethorpe for both the Tustin/Rose project & the
Chapman project. The ingress/egress to our neighborhood is in terrible
condition and we've been provided no communication on what to expect.
7) What is the OCTA plan to replace our Las Palmas HOA sign that was at the entrance to our neighborhood on Traub?
Their response:

I’ve discussed the pedestrian access with the CM team and have asked for a photo.
2.
The
team has been reminded again of their responsibility to maintain the
access and I will add this as a status item on the weekly review.
3. All throughout the construction of the bridge structure and the decking, a variety of tests are performed for compliance with the plans and specifications. Every element is within the required strengths. Plans are under development to address the visual impacts of the voids and it will be completed before the project is accepted by OCTA and the cities.
4. The attached exhibit shows the addition of trees to the slope area between the project and property wall. The City of Placentia has accepted the proposal to add trees.
5. I’m sorry, but I’m not clear about this.
