Overnight work on Tustin/Rose

At last night's HOA board meeting we had a long discussion about the ramped up construction on Tustin/Rose.

There was a door hanger notifying us of two nights of overnight work for Monday and Tuesday night, but there was no indiciation that there would be continued overnight work. However, for the past two nights, Wednesday and Thursday nights, construction has continued past approved extended hours (which weren't supposed to begin until June 22) until at least 3 or 4 in the morning.

In addition to these unscheduled overnight hours, the construction crew has been yelling, using heavy equipment such as a chainsaw, throwing materials, and hammering. The construction crew has also been restricting access to our own community, creating even more hassle for our residents and potential safety violations (in an emergency, how does help arrive if they're redirecting traffic?)

I have attached two videos taken by my husband last night after 10 pm. I believe one of them might have been at 1 am. These videos were taken after our "sound/light barrier" was installed. I'm no engineer but I believe a barrier is supposed to block something.



You can be assured that the board has sent STRONGLY worded emails to Roy Stephensen and the OCTA and we are expecting a quick response to the violation of the agreement. If you experience any additional difficulties, please continue to contact the Project Manager Roy and please cc the HOA email so we can see how many complaints are being sent. We are hoping to meet with both Roy and Tresa from the OCTA next week. Hopefully they will cease all night operations until this mess is sorted out.

Thank you for your patience. We will continue to work on this and if we do not receive the answers we need, we are prepared to take additional steps to be heard.

Just in case you guys didn't know, we have a forms page where you can get access to some of the forms you might need. Here they are again just in case. Please let me know if there is another kind of form you would like me to create for the HOA.

Request for Repairs - to request work done on common areas around your house or in the neighborhood please fill out this form and submit it to las.palmas.estates.hoa@gmail.com or return it directly to an HOA Board member. 

Expense Report - to request reimbursement for work done for the HOA, please fill out this request and return it to the HOA Board for approval.

Update on extended hours

The construction company working on the Tustin/Rose Bridge has fallen behind schedule and the City of Placentia and their Project Manager, Roy Stephensen has approved extended hours to allow them to catch up.

This means that over the next six months, they can work from 5:30 AM to 10:00 PM, but there are some guidelines.  For the complete recommendations you can read this pdf and if you want to see a map of the area effected, look here.

A sound wall has been put up to protect us from noise.  I'm not convinced this wall is 25' tall like what is mentioned in the memo. If your house is very noisy b/c of the extended hours and inadequate wall, please contact Roy Stephensen.

CONSTRUCTION NOTIFICATION

The Orange County Transportation Authority is building a series of bridges to separate trains from vehicles along the BNSF corridor in Fullerton, Placentia and Anaheim. In accordance with federal railroad safety regulations, residents should expect to hear an increase in the frequency of train horns because of construction activities on and around the railroad tracks, regardless of quiet zone designation.

Extended Work Hours:
As part of the Tustin Avenue/Rose Drive Overcrossing project, extended working hours will be required. New hours may commence as early as June 22 and will be in place for the remainder of 2015: Monday through Saturday from 5:30 am to 10 pm.
Please note that work activities will be monitored and will not exceed permit restrictions.
The Orange County Transportation Authority apologizes in advance for any inconvenience this may cause. 
 
 
Acacia Avenue Seven-Day Closure:
 
seven-day closure of Acacia Avenue just south of Walnut Avenue in Fullerton is in place June 9-15. The detour route for this closure has been updated to include pedestrian and bicycle access. To view the updated detour map, please click here.

Pool Heaters and Forms.

The pool heater should have been fixed (thanks Bob!). If it's still not working, please let us know and we can continue to look into it.

It's come to my attention that there has been stucco damage on several properties that are being reviewed. If there are any common area repair issues that you would like address, please use the request for repairs form on the website. I finally updated it and hopefully it will work now.
