Asphalt Repaving

We are repaving our streets. There will be NO driving on our streets (Pasteur, Salk, Curie) Wednesday, March 25, 2026 7:00 AM until Saturday, March 28, 2026 7:00 AM. 

Walking on the street is ok after 5:00 PM each day. Please be careful of uneven surfaces or construction materials. 

Street parking has been cleared for Chapman Avenue past the bus stop area.

Clubhouse reservation fee update

Beginning January 1, 2023 the fee to rent the clubhouse will be $150 for a six hour period. The deposit will remain the same at $250.

New Management Company

Homeowners, as of May 1 we have just switched to a new management company, Bentley Community Management. They should be a more hands on management company which hopefully will help us be more responsive to our residents.

If you are signing up for their online payments, https://onlinepay.allianceassociationbank.com/home.aspx... to make your account, you will need the association number. The association number is 425. The management number is automatically filled in for you. You should have received a packet with information that includes your account number on it.

If you have any questions on accessing that information please call Bentley for assistance at (888) 390-6364. I cannot help you with your management account. I am not the management company. I'm just a resident who is volunteering to organize this website.

Street Parking Courtesy

 We know finding a parking space can be challenging around the neighborhood, and although we generally do not park in front of our neighbor's homes as a courtesy, all street parking is considered public property. Unless a vehicle is violating a law (blocking a driveway or fire hydrant, parked in a red zone, or "abandoned" for three days or more, etc) everyone has equal right to park in an open street space.

TIP: There are often open parking spaces on the south end of Salk

As we did not meet quorum on March 13, we have rescheduled our AGM to Monday March 22, at 7 PM at the Clubhouse.

This is a courtesy notice that all local and state laws in addition to any CC&R or By-Laws by the HOA apply on the private streets within Las Palmas Estates. Residents are responsible for the proper operation and parking of their vehicles. Any vehicles found in violation may be fined or towed by Placentia Police without warning. 

The board has received numerous complaints from residents specifically mentioning vehicles parked blocking driveways, parked vehicles extending onto the road past driveways, parked along red painted curbs, double parked, parked facing the wrong way, and parked more than 18 inches from the curb. 

In the past, the Association and Placentia PD have been lax in enforcing these laws, however recently there have been a greater number of residents abusing the rules creating a nuisance and safety hazard. For the safety of the community, we are reminding all residents to obey all traffic laws at all times.

Here are some (but not necessarily all) of the specific California Vehicle Codes alluded to above.

California Vehicle Code 

22500.

  A person shall not stop, park, or leave standing any vehicle whether attended or unattended, except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or official traffic control device, in any of the following places:

(c) Between a safety zone and the adjacent right-hand curb or within the area between the zone and the curb as may be indicated by a sign or red paint on the curb, which sign or paint was erected or placed by local authorities pursuant to an ordinance.

(e) (1) In front of a public or private driveway, except that a bus engaged as a common carrier, schoolbus, or a taxicab may stop to load or unload passengers when authorized by local authorities pursuant to an ordinance.

(f) On a portion of a sidewalk, or with the body of the vehicle extending over a portion of a sidewalk, except electric carts when authorized by local ordinance, as specified in Section 21114.5. Lights, mirrors, or devices that are required to be mounted upon a vehicle under this code may extend from the body of the vehicle over the sidewalk to a distance of not more than 10 inches.

  (a) Except as otherwise provided in this chapter, a vehicle stopped or parked upon a roadway with adjacent curbs or class IV bikeways, as defined in Section 890.4 of the Streets and Highways Code, shall be stopped or parked with the right-hand wheels of the vehicle parallel to, and within 18 inches of, the right-hand curb or the right-hand edge of the class IV bikeway, except that a motorcycle shall be parked with at least one wheel or fender touching the right-hand curb or edge. If no curbs, barriers, or class IV bikeways bound a two-way roadway, right-hand parallel parking is required unless otherwise indicated.

  No person shall stop, park, or leave standing any vehicle within 15 feet of a fire hydrant except as follows:

(a) If the vehicle is attended by a licensed driver who is seated in the front seat and who can immediately move such vehicle in case of necessity.

(b) If the local authority adopts an ordinance or resolution reducing that distance. If the distance is less than 10 feet total length when measured along the curb or edge of the street, the distance shall be indicated by signs or markings.

(c) If the vehicle is owned or operated by a fire department and is clearly marked as a fire department vehicle.

  A peace officer, as defined in Chapter 4.5 (commencing with Section 830) of Title 3 of Part 2 of the Penal Code, or a regularly employed and salaried employee, who is engaged in directing traffic or enforcing parking laws and regulations, of a city, county, or jurisdiction of a state agency in which a vehicle is located, may remove a vehicle located within the territorial limits in which the officer or employee may act, under the following circumstances:

(k) If a vehicle is parked or left standing upon a highway for 72 or more consecutive hours in violation of a local ordinance authorizing removal.
